William F. was born after 1798.  William F.'s father was Doughty Stockton and his mother is Elizabeth Perkins. He has a brother and four sisters, named Thomas C., Mary Ann, Ann, Nancy Doughty and Sarah Bell.  He is the third oldest of the six children.
