Phillip A. was born in 1846.1   Phillip A.'s father is Asaph Wilson and his mother is Nancy Offutt Locke.  His maternal grandfather was James Locke and his maternal grandmother is Sarah Austin. He had three brothers and two sisters, named George W., Martin, Charles F., Julia Medora and Mary Ellen Louisa.  He is the second youngest of the six children.
