James was born about 1738 in Wigan, Lancashire, England.1 James' father was JAMES Bailey and his mother was LUCY SIMMS. His paternal grandparents are SAMUEL L. BAYLEY and SARAH Dodge. He had two brothers and two sisters, named RICHARD Patton, Benjamin, Elizabeth and Mary. He was the third oldest of the five children. He died in 1816 in Chesterfield Co., Virginia.1 General Notes
