Humphrey was born about 1873 in Wyoming Co., West Virginia.1 Humphrey's father is David C. Bailey and his mother is Lucinda Jane Lambert. His paternal grandfather was Isaac Bailey and his paternal grandmother is Judy Cooke. He had eight brothers and four sisters, named Thomas J., George C., Ira, Frank Otway, Bert A., Romeo O., David H., Oscar, Olivia Ellender, Mary, Rachael Abigail and Burbie. He was the fourth oldest of the thirteen children. He died about 1962.1 -
