Julia was born in 1889 in Allens Fork,Kanawha,W. Virginia.  Julia's father is Peyton Garnes and her mother was Mary Slater.  Her maternal grandfather was Elkana Slater and her maternal grandmother is Elizabeth Fisher. She had six brothers and five sisters, named Henry M., George, Ira C., Homer Altee, James Spicer, Elgie P., Viola, Mahala, Minerva Paradine, Ada and Lydia.  She is the fifth youngest of the twelve children.
