Ira C. was born in 1885 in Allens Fork,Kanawha,W. Virginia.  Ira C.'s father is Peyton Garnes and his mother was Mary Slater.  His maternal grandfather was Elkana Slater and his maternal grandmother is Elizabeth Fisher. He had five brothers and six sisters, named Henry M., George, Homer Altee, James Spicer, Elgie P., Viola, Mahala, Minerva Paradine, Ada, Julia and Lydia.  He is the sixth oldest of the twelve children.
