Count Hugo of was born in 1157. Count Hugo of's father was Count Ludwig I of Looz and his mother was Agnes von Metz. His paternal grandparents were Count Arnulf I of Looz and Agnes of Mainz; his maternal grandparents were FOLMAR V of Metz and Mathilda of Egisheim. He had two brothers and five sisters, named Count Arnulf II of, Count Gerhard II of, Sophie of, Agnes of, Imagine Of, Adelaide De and Guda Von. He was the second youngest of the eight children.
