Luis was born about 1816 in Melo, Cerro Largo, Uruguay. Luis' father was Jose Antonio Sanchez Montes De Oca and his mother was Juana Nepomucena Muñoz Y Palacios. His paternal grandparents were Juan Jose Sanchez Garcia and Juana Maria Montes De Oca Morales; his maternal grandparents were Alferez Jose Mariano Muñoz and Maria Atanasia Palacios Pereira. He had three brothers and five sisters, named Joaquin, Amalio, Pedro Maria, Robustiana, Sinforiana, Rudecinda, Cornelia and Felipa. He was the third oldest of the nine children.-
