William J. was born in 1865 in ,Hawkins, Tennessee.¹   William J.'s father was George Wagner and his mother was Mary A.. He had four brothers and six sisters, named John, James I., George W., Charles, Mary E., Martha E., Lucy R., Rosannah, Mahala A. and Ruth W..  He was the sixth oldest of the eleven children.
