James F. was born in 1858 in , Hawkins, Tennessee.  James F.'s father was David Rowland and his mother was Phebe A. Vaughan.  His paternal grandparents were Nathan G. Rowland and Mary Parker. He had four brothers and two sisters, named Clarence, Henry, William, Robert, Adeline and Amanda.  He was the oldest of the seven children.
