James C. was born in 1858 in , Hawkins, Tennessee.  James C.'s father was Calvin W. Monroe and his mother was Mariah Jane Ann Larkin.  His paternal grandparents were Asa Monroe and Sarah. He had two brothers and four sisters, named William Levi, John Franklin, Nancy, Sarah M., Mariah I. and Eliza E..  He was the second youngest of the seven children.
