Cobb was born in 1855 in , Hawkins, Tennessee. Cobb's father was Pharoah A. Cobb and her mother was Catherine Chestnut. Her paternal grandfather was Jesse Cobb; her maternal grandparents were Samuel Chestnut and Susan Lee. She had two brothers and three sisters, named Jesse, Pharoah, Mary, Diana and Sarah Lucy. She was the third youngest of the six children.-
