Albert was born in 1863 in Decatur Co., IA. Albert's father was Thomas Jefferson PHIPPS and his mother was Charlotte COPELAND. His paternal grandparents were James PHIPPS and UNKNOWN UNKNOWN; his maternal grandparents were Jefferson COPELAND and Louisa JOHNSON . He had three brothers and three sisters, named William S., Joseph Milton , Leroy, Martha, Della and Ida. He was the fourth oldest of the seven children.-
