Shephard was born in 1849 in Leesburg, Union, OH.1 Shephard's father was Jacob Gandy and his mother was Lucinda Elliott. His paternal grandparents were Abijah Gandy and Rebecca Harris. He had three brothers and two sisters, named Abijah, Francis Marion, James H, Jane and Mary Alice. He was the second youngest of the six children. He had a half-brother named Alexander.-
