Hugh was born about 1823 in , Antrim, Ireland. Hugh's father was Robert Beggs and his mother was Sarah Whiteford. He had three brothers and four sisters, named John, Robert, Thomas, Margaret, Sarah, Mary Ellen and Jane. He died in 1901.
