Charles was born on April 30th, 1860 in Platte Co., Missouri.1 Charles' father was William Payne WALLINGFORD and his mother was Mary Ann Knox. His paternal grandparents were John WALLINGFORD and Prudence WILLETT. He had a brother and three sisters, named William F., Bettie, Mollie and Ida. He was the second oldest of the five children. He had four half-brothers named John Steele, Porter Irwin, Samuel Riley and Robert Steele.-
