Elvina was born in November 1899 in , , Minnesota, USA. Elvina's father was Frank Tepley and her mother was Josephine Vossanek. Her paternal grandparents were Philip Tepley and Katherine Stein; her maternal grandparents were James Vossanek( Wasinek) and Josephka Husak. She had four sisters named Amelia, Josephine, Pauline and Tillie. She was the youngest of the five children. She had a half-sister named Eliza. She died at the age of 88 on August 27th, 1988.-
