Manning was born in September 1847 in AL.1 Manning's father was William James Russell and his mother was Mary Elizabeth Spradley. His paternal grandparents were Simon Russell and Nancy Love; his maternal grandparents were Bryant A. Spradley and Frances Payne. He had five brothers and six sisters, named John Simon, William James, Thomas J., Jasper Newton, George Washington, Elizabeth Jane, Mahazy Ellen, Sarah Louisa, Martha Minerva, Mary Frances and Loyis Jesse.
