Cullen was born in 1737 in Of, Halifax, NC. Cullen's father was William Whitehead Jr. and his mother was Abby. His paternal grandparents were William Whitehead and Rachel Lewis McKinnie. He had three brothers and six sisters, named Arthur, Lewis, Jacob, Martha, Rachel, Rebecca, Sarah, Temperance and Priscilla.
