Cynthia was born in 1853 in , Bourbon, Kentucky. Cynthia's father was George Washington Owen and her mother was Elizabeth. Her paternal grandparents were Robert Owen and Nancy Foster. She had three brothers and six sisters, named Joseph M., George, William, Nancy, Sarah C., Elizabeth, Fannie, Mary and Carrie. She was the fourth youngest of the ten children.-
