Ottis was born in 1918. Ottis' father was James Preston Goyne and her mother was Rena TBD. Her paternal grandparents were James Preston Goyne and Laura Jane Tatum. She had a brother and three sisters, named Grover, Lukie, Audie and Vesta. She is the second youngest of the five children. She had four half-brothers and five half-sisters, named Bugs, Junior, Travis, Van, George, Lona, Barbara, Mary, Susie and Cora.
