Francis was born in 1870 in Preston.1  Francis' father was Matthias Mather and his mother was Elizabeth Brown.  His paternal grandparents were Matthias (Mathew) Mather and Marcella Honeyford. He had two brothers and six sisters, named Alfred, Richard, May, Annie, Elizabeth, Emma, Ada and Mary.  He was the seventh oldest of the nine children.
