There appears to be no baptism for Fanny Mather, unless she is the daughter of Solomon and Mary Mather, living with Thomas and Betsy in 1841. However, it does appear she is the illegitimate daughter of Bests Hall.

General Notes
In June 1841, the day after they married, Fanny aged 7 was with Thomas and Betsy Mather at Turton Street, Little Bolton. They were living with Betsy's parents John and Mary Hall (65 & 70).
It is assumed that Fanny is the daughter of Betty Hall as she was with her in 1841. Appart from the 1841 census, when Fanny was 7, there are no other records. Fanny is a nickname for Frances.
