Frederick was born in September 1856 in Little Bolton.1  Frederick's father was William Elliott and his mother was Ellen Mather.  His maternal grandparents were Geffrey (Jeffery) Mather and Catherine Gregory. He had three brothers and four sisters, named Henry, William, John, Elizabeth, Kate, Alice and Mary.  He was the second youngest of the eight children.
