Charles was born in 1868 in Fosdyke, Lincolnshire, England.  Charles' father was Mr Henry Kemp and his mother was Mrs Mary Dalton.  His maternal grandparents were Mr William Dalton and Mrs Mary Levett. He had three sisters named Mary, Frances and Emma.  He was the second youngest of the four children.
