Herbert was born in 1859 in Algarkirk, Lincolnshire, England and his baptism took place on June 3rd, 1859 in St Peter and St Paul Church, Algarkirk, Lincolnshire, England. Herbert's father was Mr Heffield Clark and his mother was Ms Emma Taylor.  His paternal grandparents were Mr John Clark and Mrs Mary Rosling. He had two half-brothers and a half-sister, named George, Henry and Lavinia.
