Lora was born in 1917 in Lewis County, Tennessee. Lora's father was James Marion Staggs, Jr. and her mother was Alma Brooks (Staggs). Her paternal grandparents are James Marion Staggs, Sr. and Sarah Jane Brewer. She had two brothers and two sisters, named Albert, Andrew, Elsie and Margaret. She was the third oldest of the five children.
