Arthur was born in 1904 in Lewis County, Tennessee. Arthur's father was Willis Lafayette Carroll and his mother was Della M. --- (Carroll). His paternal grandparents were William Andrew Carroll and Sarah Jane Quillen (Carroll). He had two brothers and two sisters, named Marshell, Willie, Jennie and Roxie. He was the second youngest of the five children.
