Westbrook was born on November 4th, 1852 in Port Elizabeth.  Westbrook's father was John Matthews and his mother was Jane Parkin.  His maternal grandparents were John Parkin and Elizabeth Howard. He had a brother named George Frederick.  He was the younger of the two children.
