Thomas was born in 1774.  Thomas' father was Richard Neale and his mother was Frances Underwood.  His paternal grandparents were Presley Neale and Prob Margaret Fauntleroy; his maternal grandparents were Thomas William Underwood and Elizabeth Taylor. He had two brothers and a sister, named Richard, George and Judith Ann.  He was the youngest of the four children.
