Andrew Elliott was born in 1767 in Greenbriar Co., Virginia.  Andrew Elliott's father was James Charles Boggs and his mother was Margaret Jane Sharpe.  His paternal grandparents were Francis Boggs and <Unknown>. He had two brothers named Charles Francis or Francis Charles and Ezekiel.  He was the youngest of the three children.
