Rowland was born about 1538 in Woore, Shropshire, England. Rowland's father was Thomas Bulkeley and his mother was Elizabeth Grosvenor. His paternal grandfather was William Bulkeley; his maternal grandparents were Randall Grosvenor and Ann Charlton.
