Phoebe was born on March 12th, 1881 in Payson, Utah, Utah. Phoebe's father was Joseph Samuel Bills and her mother was Sophronia Adeline Stewart. Her paternal grandparents were Jr. Bills Samuel and Phoebe Fillmore. She had eight brothers and two sisters, named Newman, William, Henry Leo, Edward, Robert Leland, Elmer, Ervin, Joseph Samuel, Carrie Emma and Mary Adeline. She died at the age of 80 on July 2nd, 1961 in Payson, Utah, Utah. She was buried in July 1961 in Salt Lake City, Salt Lake, Utah.-
