Phebe was born on October 20th, 1746 in Killingly, Windham, Connecticut, USA.1 Phebe's father was David Barrett and her mother was Abigail Spalding. Her paternal grandparents were Moses Barrett and Sarah; her maternal grandparents are Samuel Spalding and Susannah Baker. She had six brothers and nine sisters, named David, Samson, Zilbah, Lemuel, Moses, Oliver, Sarah, Abigail, Mary, Susanna, Zilla, Zipporah, Zerviah, Persis and Huldah. She is the fifth youngest of the sixteen children.-
