Robert McKinley was born in 1897 in Kentucky. Robert McKinley's father is Robert Lewis Whitlock and his mother was Sarah Ann Skaggs. His maternal grandfather was Benjamin Owen Skaggs and his maternal grandmother is Missouri Ann Carter. He had two brothers and a sister, named John Benjamin, Roy Mitchell and Fannie L.. He is the second youngest of the four children.-
