Richard was born on January 11th, 1801 in Kentucky. Richard's father is David Skaggs and his mother is Margaraet Cannon. His paternal grandfather was Henry Skaggs and his paternal grandmother is Mary Thompson. He had four brothers named William David, Henry, David ,Jr. and John Cannon.
