Polly was born on June 16th, 1799 in West Virginia. Polly's father was Joseph Skaggs and her mother was Anna Lewis. Her paternal grandfather was John ,Jr. Skaggs and her paternal grandmother is UNKNOWN Unknown. She had three brothers and a sister, named James, John B., Zebulan and Samuel. She is the second oldest of the five children. She had three half-brothers and four half-sisters, named Michael, Joseph, Andrew Jackson, Delilah, Jane Susanna, Elizabeth and Cinderalla.-
