Chloe was born in 1786. Chloe's father was Archibald Skaggs and her mother is Elizabeth Thompson. Her paternal grandparents were Charles Skaggs and Lucinda Thompson. She has a brother and five sisters, named Charles, Nancy, Lucy, Sarah, Dicy and Anny. She has two half-brothers and three half-sisters, named Archibald ,Jr., Thomas, Jane, Malinda and Rachel.-
