Barthlomew Otmer was born in July 1896 in Kanawha County, Virginia. Barthlomew Otmer's father was Jesse Martin Shaffer and his mother is Mary A. Harper. His paternal grandparents were LaFayette M. Shaver and Eliza Virginia Martin. He had five brothers and two sisters, named William L., Jesse A., Romeo E., Ira B., Austin F., Laura F. and Mamie. He was the second youngest of the eight children.
