Robert A. was born on December 5th, 1859 in , Guilford, N.c.. Robert A.'s father was Joshua STARR and his mother was Caroline Rebecca PHIPPS. His paternal grandfather was Abner STARR and his paternal grandmother is Mary (Polly) WEITZEL. He had four brothers and four sisters, named B. F., Washington Monroe, John Abner, James F., Mary Ann B., Nancy J., Catherine R. Caroline and Alice Ann. He was the second youngest of the nine children.
