Courtenay was born in 1803 in of Coed-gain,Llangynnwr,Carmarthenshire,Wales. Courtenay's father was Richard |Mansel| Philipps and his mother was Caroline Hopkins. His paternal grandparents were William Mansel Sir Barone and Mary Philipps. He had a brother and a sister, named Edward Berkeley and Harriette.
