Thomas was born in 1668 in of,Margam,Glamorganshire,Wales. Thomas' father was Edward Mansel Sir Barone and his mother was Martha Carne. His paternal grandparents were Lewis Mansel Sir Barone and Elizabeth Montagu Lady. He had two brothers and two sisters, named Edward, Henry, Martha and Elizabeth.
