Charles was born in of Wentwood Lodg,Llanfaches,Monmouthshire,England. Charles' father was Edward Kemeys Esquire and his mother was Anne Bray. His paternal grandparents were Edward Kemeys Esquire and Margaret Morgan. He had two brothers and two sisters, named Edward, Reginald, Elizabeth and Margaret.
