Ruth was born in 1837 in Billingshurst Sussex and her baptism took place there on June 4th, 1837.1 2  Ruth's father was William Steer and her mother was Emily (Imlen). She had three brothers and seven sisters, named Henry, Maurice, James, Caroline, Mary, Eliza, Emily, Charlotte, Esther and Mary.  She was the sixth oldest of the eleven children.
