Zebedee was born in 1839 in Wisborough Green, Sussex and his baptism took place there on September 15th, 1839.1 2  Zebedee's father was Henry Steer and his mother was Hannah Knight.  His paternal grandparents were Henry Steer and Lydia Etherton. He had two brothers and three sisters, named George, Henry, Louisa, Virginia and Eliza.  He was the third oldest of the six children.
