William was born in 1880 in Pulborough.1  William's father was George Steer and his mother was Harriet steer.  His paternal grandparents were James Steer and Ursula Steyning. He had a brother and six sisters, named George, Harriet, Fanny, Eliza, Zillah, Rosa and Emily.  He was the youngest of the eight children.
