William was born in 1837 and his baptism took place on May 14th, 1837 in Petworth.1 2  William's father was Thomas Steer and his mother was Elizabeth. He had three brothers and four sisters, named Thomas, George, Henry, Charlotte, Jane, Fanny and Louisa.  He was the fourth youngest of the eight children.
