William was born in 1795 in Wisborough Green, Sussex and his baptism took place there on November 23rd, 1795.1   William's father was Robert Steer and his mother was Elizabeth Tanner. He had a brother and two sisters, named James, Hannah and Rhoda.  He was the oldest of the four children.
