Robert was born in 1899.

Robert's father was Jasper Steer and his mother was Susanna Barratte Shrives. His paternal grandparents were Thomas Steer and Mary Hayward. He had a brother named Harry. He was the younger of the two children. He died at the age of 6 in 1905.
