Nellie was born in 1899 in Fittleworth Sussex. Nellie's father was William Steer and her mother was Eliza.  Her paternal grandparents were William Steer and Mary Cobby. She had a brother and three sisters, named Bob, Flora, Evelyn and Mary.  She was the third oldest of the five children.
